Live bait rigs definately do work, but only when you are being pestered by small whiting. If you are only catching one every hour dont bother but when its every couple of minutes or so of hitting the water then its your best chance of hooking a decent fish.

Tried a live bait rig at lower light last evening after loads of knocks from whiting. No joy and although the rod kept nodding there was no whiting on the smaller hooks when it came in.... food for thought.
