What contributes a face up card for riftsweeper to have a target?

All cards removed from the game are facedown, unless stated otherwise (like with suspend).

217.7b Cards in the removed-from-the-game zone are kept face up and may be examined by any player at any time. Cards “removed from the game face down” can’t be examined by any player except when instructions allow it.
Was thinking of sideboard. Which must be facedown.

This is wrong... here is the quote from the rules.

Riftsweeper can choose any card in the removed from game zone that is not face-down. (sideboard cards are not in the removed from game zone, they are "outside the game")
