I'd choose Amsterdam just because some drugs are legal there and if I were to make a nuclear weapon, I'd make it filled with weed and make everybody high and happy so people won't have horrible side effect years later. chocolate strawberry bombs sounds appealing too in a sense so people can be showered with them.
