First let me add that Rasengan is an uncomplete technique.From my studies of naruto this is what i found out about Rasengan.

This would simply prove my point.Rasengan is more powerful than Chidori.As a matter of fast even Raikiri is more powerful.

I'd say Rasengan, 'cause 1) it's incomplete (like everyone said ) and 2) It's power isn't decided upon speed; like Chidori's is.
