REQUEST RULES UPDATE -- EFFECTIVE NOV. 6/09

The rules for requesting and taking requests have been updated in the request
forums. They are all the same for all the forums, so here is a link to one of them,
in case you're curious. HERE. Not much has changed, but now the rules
are there for everyone to see clearly, so there shouldn't be any misunderstandings
