I submit here at the Confederation government should handle the following: 1. Organize the Defense of the Confederation 2. Should be the lead spokesperson for the states with the other nations of the world. 3. Be a neutral body for disagreements between the states. (including instituting a national court) It is the duty of the states: 1. To provide funds to maintain the Confederation. 2. Support the final decision of a national court. 3. Support the stability and defense of the Conderation A State should be premitted: 1. To organize it's government the way it sees fit in protecting and fufilling the needs of its people. 2. To organize its economy in a similiar manner. 3. Assist in the defense of its state. |

Well, as we do not have the Congress in functions, then I believe we must wait for the Governors to be appointed, then these Governors shall vote for their erspective State.
