*New Race description for Vampires

*NPC template - I didn't write this before, because I thought it was assumed, but everyone (esspetially you thunderclaw!) can make up their own NPCs if they follow the template. Though NPCs will still only be controlled by Hands of Fate. As of now the only Hands of Fate are me... Hand of Fate and Thunderclaw's account, 'Voice of Fate'.

If anyone would like to become a Hand of Fate then please contact me.

Hands of Fate must have a new account to post, when controlling NPCs. This way Hand's characters won't recieve an unfair post count advantage.
