While serving as PM, Bhutto let Al Quaeda and the Taliban run unabated. Obviously, Al Quaida would have nothing to gain by eliminating Bhutto at this time. They probably supported her re-emergence. If she had returned to power, she would have no requirement to fulfill any US/CIA security obligation as Musharaf does. My guess is this was an ISI/CIA op.
