Numberous times during his speach to the Council of Foriegn Relations (ring a bell) he hints at the need to police the internet and even tales a story of a network of terrorists using the internet to communicate.
We all know that they dont want to regulate the internet because of terrorists. They want to regulate it because its our last line of free speach.
