Each year & house has the number of prefects already listed here. If it doesn't say 'Male Prefect' or 'Female Prefect' under the year/house for your character, then all spots are taken and you'll have to wait until a character is deleted/has their prefect status taken away before you can sign-up to be one.

The only rule that we have for Prefects is that your character must fit the mold. Someone who is a terrible student/always getting into trouble wouldn't be made prefect. We'll keep this in mind when you apply for a prefect position. That's it! =)
