also cpu characters seemed to have items assigned to them to use when ever and where ever they see fit

No, they are programmed to be set on which Difficult mode you have it on, to make the game mor e intense.. they are not set.

Im sure they are though. on the originals ive seen mario use a star 3 times in a row. dk bananna 2 times in a row without passing any boxes. and peach use some kind of micro mushroom!

and i dont play below 150 cc so i only know what happens on the highest difficut

Yup they seem to have the ablility to use "their" special weapon over and over to catch up and as you say they do take over you. But 150cc is the way 2 go.
