Introduction
This is Forsaken Legends' staff's Collaborative effort to form a reciprocating government system for this clan. Everyone in the Council has put in their ideas, amended it, and refined it. Everything will be explained within this thread, and if you still have questions, feel free to post a reply and I'll answer as soon as possible.

Part 1: Goal of the Clan government

This government helps our clan be more organized. Basically, the staff wish to state all of the ranks and their definitions. Because of the suffering that occurs when a clan is inefficient, the major goal of this clan government type is to make this clan a more efficient and successful clan without putting stress on some of the Staff and letting the other Staff members not do anything. If nobody is eligible for the job then nobody will get the job. Also, we wish to have nothing that is unnecessary, such as some of the duties of Staff members that are left unfulfilled. With this form of government the clan can have Staff members who are willing to fulfill their jobs. The other primary goal of this clan government is to be democratic. That is, letting regular clan members who have been in the clan long enough have a large say in who goes into the Staff.

Part 2: Duties of Staff Members

That being said, we will also have a relatively specialized Staff. The duties of the Staff members will allow the Staff to be flexible with anywhere between 1 and 14 members at any given time. Here is the roster of whom we can put in the Staff:

Leaders: 1-3 (only position that requires at least one member)
Council: 0-3
Warlords: 0-2
Event Leaders: 0-2
Forum Leaders: 0-2
Elite Guard:0-3

Now we can take a look at the duties of each of the Staff members:

LEADERS (General)
* Has access to ACP and MCP.
* Take part in Council discussions.
* Are totipotent (look that word up if you must) and can fill in for ANY position when there are 0 people in currently in that position.
* Can vote for Leaders, Event Leaders, Council, Forum Leaders, and Warlords.
* Are able to accept or offer a War Challenge.
* Can veto a law if both agree (sometimes there's only one).
* Are in charge of recruitment on Recruitment Sites.
* Able to demote members from the Honorary Clanmembers group without question.
* Only ones able to promote and demote Elite Clanmates.

COUNCIL (Captain)
* Has access to MCP.
* Take part in Council discussions.
* Can vote for Leaders, Event Leaders, Council, Forum Leaders, and Warlords.
* Makes sure no conflicts break out and reports to Leader(s) when a rule is broken.
* Are in charge of updating Runehead memberlist.
* Are eligible to run for Leader.

EVENT LEADERS (Captain)
* Schedule Events.
* Coordinate Events ingame.
* Can vote for Leaders, Event Leaders, Council, Forum Leaders, and Warlords.
* Are eligible to run for Leader.

WARLORDS (Captain)
* Challenge clans.
* Able to accept or decline challenges from other clans.
* Can vote for Leaders, Event Leaders, Council, Forum Leaders, and Warlords.
* Are eligible to run for Leader.

FORUM LEADERS (Captain)
* Has access to ACP and MCP.
* Take part in Council discussions.
* In charge of all forum management
* Can vote for Leaders, Event Leaders, Council, Forum Leaders, and Warlords.
* Makes sure no conflicts break out and reports to Leader(s) when a rule is broken.
* Are in charge of updating Runehead memberlist.
* Are eligible to run for Leader.

ELITE GUARD (captain)
*Entry level position
*In charge of kicking troublesome people from clan chat
*Reports all problems to a leader
*Are eligible to run for leader

Part 3: Duties and Ranks of Clan Members

As well as the Staff, the Clan Members (those who aren't in the Staff) play a large role in what happens in the clan, especially in their voting influence (because they outnumber the Staff). Instead of having just one type of Clan Member, there are four different ranks of normal Clan Members. Not only does this allow for only more experienced voters, but it also gives lower ranked members a motive to do good in the clan as to get a promotion. Below are the duties of each rank.

NEW CLANMATE (basic rank and Recruit)
* Can be promoted to Honorary Clanmember after 3 weeks of being in the clan actively.

HONORARY CLANMEMBER (Corporal)
* Can post in the Honorary Clanmembers' Voting Area (along with Elite Clanmates and all of the Staff).
* Can vote for Event Leaders, Warlords, Elite Guard, and Council.
* Are eligible to run for Event Leaders, Leaders, Warlord, Forum Leaders, Elite Guard, or Council.
* Can be promoted to Elite Clanmate only when a Leader bequeaths them after 4-7 weeks.

ELITE CLANMATE (Sergeant)
* Can post in the Elite Clanmates' Voting Area (along with all of the Staff).
* Can vote for Event Leaders, Warlords, Elite Guard, and Council.
* Are eligible to run for Event Leaders, Leaders, Warlord, Forum Leaders, Elite Guard, or Council.
* Can be promoted to Legendary Clanmate only when a Leader bequeaths them after 6+ months. (can be non-consecutive)

LEGENDARY CLANMATE (Lieutenant)
* Has same benefits as Elite Clanmates except Clan Chat rank.

Part 4: Voting and Term Lengths

Now you may have already noticed how Staff members are voted in, basically, some positions have a specified term length and all have a specific way they are voted in. We have a forum for Staff applications. If someone were to resign then the Leader would fill in their position until a new clan member was elected. This system allows more able people to assume Staff positions and it gives normal clan members more say in who is promoted. It also drives clan members harder to achieve a rank. Also, if there is an empty position slot, then there will be a vote, even if only one person applies for the job, that person can still not be elected. If nobody applies for the job, then nobody will get it until a further vote. If both Leaders agree on it, they can deem an applicant for a position unworthy and not let him/her apply for the position.

LEADERS: No defined length of term. Leaders only need to be voted when one steps down. The voting college includes only the Staff, Legendary Clanmates and Elite Clanmates because lower ranks many be compelled to vote for their best friend or someone who is unable to fulfill the rank's tough duties.

COUNCIL: No defined length of term. If a both Leaders deem a Council Member as hasty or irresponsible (or if a Council Member steps down from his position), there will be a vote for the position. The voting college includes the Staff, Legendary Clanmates, and Elite Clanmates.

EVENT LEADERS: No defined length of term. The voting college includes the Staff, Honorary Clanmembers, Legendary Clanmates, and Elite Clanmates.

WARLORDS: No defined length of term. The voting college includes the Staff, Honorary Clanmembers, Legendary Clanmates, and Elite Clanmates.

FORUM LEADERS: No defined length of term. The voting college includes the Staff, and Legendary Clanmates.

ELITE GUARD: No defined length of term (This position is however limited to the U.S. 180 day school year). The voting college includes the Staff, Honorary Clanmembers, Legendary Clanmates, and Elite Clanmates.

Part 5: Passing Bills

As you may have seen, I mentioned passing and vetoing bills. A law could be anything from raising or lowering clan joining requirements to lowering the power of Leaders, or banning a troublesome member from the clan. The voting college for passing laws includes all who are able to join discussion in the Honorary Clanmembers' or Elite Clanmates' Voting Areas depending on severity/importance. A law must recieve majority (one more than 50% of the vote) to be passed. If it is exactly 50% it is not passed. If a law is passed, it can be vetoed by the Leader(s) if they do not like it. If this happens, then the law will be revoted in the Council. If it is passed here, the Leaders can no longer veto and the law is passed. If 1 leader vetos while another passes, the vote will still go to Council to decide.
