After some simple researching I have found the reason why Ventrilo may not be working for you if you live in a 'uncommon' country. First of here are the list of countries Ventrilo actually does support.

Australia
Austria
Brazil
Canada
Denmark
Egypt
Finland
France
Germany
Hong Kong
Ireland
Israel
Italy
Japan
Netherlands
New Zealand
Norway
Poland
Portugal
Russia
Singapore
South Korea
Spain
Sweden
Turkey
United Kingdom
United States of America

So if you don't live in those countries you will have a hard time getting on Ventrilo. Fortunately there is as solution to this problem. This requires connecting to Ventrilo with a proxy.

NOTE: Don't use the proxy the person gave to you at 0:28. You can find fresh new proxies at:

http://sockslist.net/

If your wondering whether to click Sock5 or Sock4 look at the site I gave you earlier and look to the right of the Proxy you chose and look under type and it will say either 4, 5 or 4/5.

Some proxies work at a different speed so don't just use one try a couple out :P. Make sure you click check before using it. This also a good tool to hide your IP Address from DDOSers.

Tor (the control panel) won't start. Asks me to open up the setting and configure it, but I have no idea what to do. =/

Your sure you installed the right package on Tor site 'Installation Bundle For Windows' and not the 'Tor Browser Bundle for Windows'? It worked swell for me so idk.
