Title: The Great Compromise
lancer1115 - May 7, 2010 06:36 AM (GMT)
Yes, I realize I probably just named this topic the cheesiest thing possible. However, it is fitting. I have discussed with some of you what your ideas and opinions are, and how we can make this clan better by adopting a new system. I have also taken a good look at the ideas presented by Torb and D Day. I have taken what I think is the best from each idea and put it into this one, with a few modifications here and there. I and several others have put a lot of effort into drawing it up. We have thought of all the possible issues that might arise and have attempted to solve them. Thank you for taking the time to read this, and I hope that you will support this.
Leader
Requirements
Any clan member who would like to run for the position of "leader" may do so. There is no requirement. The only requirement is that the person be a member of the clan. Now, one might ask, "Shouldn't the person have been a member of the clan for a set period of time, have a certain number of posts on the forums, and be active in-game?" Well, that's up to the clan to decide. It is highly unlikely that a person who does not fit that description would be elected anyways. Either way, it's up to the clan to decide who they want leading them.
Election Process
The leader will be elected by a popular vote of the clan and will have won a succession of rounds. Every person who has been a member of the clan for at least a month will have the opportunity to vote. A poll will be created on the forums in which all candidates will be voted upon. Whoever has the least amount of votes will be eliminated from the next round. During the next round, another poll will be created and again, the candidate with the least amount of votes will be eliminated. This process will continue until only two candidates are left, in which case the winner of the two will be declared the leader of Elite Hunters.
Powers and Responsibilities
The leader will have the power to approve of or veto the decisions that the council makes. The leader will also be the enforcer of the rules and policies that the council makes and will have the power to punish those who break these rules. Lastly, the leader will have the power to impeach a council member.
Term
The leader will serve a term of one year, beginning on May 18 and ending on May 17 the following year. There is no limit to the number of terms a leader may serve. The leader serves as long as he is re-elected by clan members, otherwise the leader will be replaced.
Vacancy
If, for some reason, there is ever a vacancy in the position of "leader," an election will be held to fill that vacancy. The new leader's term will last until the next election.
Removal
If, for some reason, it is desired that the leader be removed from office, then the council would first have to impeach the leader with a 5/5 vote. The clan would then vote, and if 2/3 of the clan approves, then the leader will be removed from office.
Council
Requirements
Any clan member who would like to run for the position of "council member" may do so. There is no requirement. The only requirement is that the person be a member of the clan. Again, it's up to the clan to decide who they want making decisions for them.
Election Process
The council will be elected by a popular vote of the clan. Every person who has been a member of the clan for at least a month will have the opportunity to vote. A poll will be created on the forums in which all candidates will be voted upon. The five people with the most amount of votes will be declared council members of Elite Hunters.
Powers and Responsibilities
The council will have the power to create new rules and policies. New rules and policies will be passed after 3/5 of the council have approved. New rules and policies will be ratified after the leader has approved. The council will also have the power to create new positions within the clan such as event coordinator, adviser, warlord, or any other position it feels necessary to create. If the leader vetoes a decision that the council makes, then the council may override the leader's veto with a 5/5 vote. Lastly, the council will have the power to impeach the leader with a 5/5 vote.
Term
Each council member will serve a term of one year, beginning on May 18 and ending on May 17 the following year. There is no limit to the number of terms a council member may serve. Each council member serves as long as he is re-elected by clan members, otherwise the council member will be replaced.
Vacancy
If, for some reason, there is ever a vacancy in the council, an election will be held to fill that vacancy. The new council member's term will last until the next election.
Removal
If, for some reason, it is desired that a council member be removed from office, then the leader would first have to impeach the council member. The clan would then vote, and if 2/3 of the clan approves, then that council member will be removed from office.
The Clan
Every person who has been a member of Elite Hunters for at least one month will have the power to elect the leader and council members. Eligible members will also have the power to approve impeachments of the leader and council members with a 2/3 vote.
"Clubs"
Now, Torb had a good idea with squads to help get people more interested in the game, the clan, and events again. Instead of having that entire system, we can instead just take the part that defines it out and implement it in this system. "Clubs" could be created, and people could join them. People in each club could hang out on a weekly basis (or whenever they wanted, for that matter) and do whatever it is that their club does. They could create positions within that club such as "club leader" (or whatever positions they want to create). Each club would be unique and could run itself however it wanted. These clubs are meant to be informal and will not divide the clan at all. They could be thought of as similar to school clubs. The students are free to join and run whatever club they wish. However, in the end, the principal, administrators, and teachers are still in charge of the school.

I like this alot. I approve.

ok on May 11th at 11:59pm EST the system must be either adopted or not. If it is still undecided I am placing a poll with all of the canidates for leaders and concil on th 12th.
there shall be no if's, and's, or but's. The list will consist of everyone on the memberlist. The leader and the council will be two different polls so there is no confusion on which one you will voting on. Also when voting on the leader you will state who you voted for. This is a precoution in case people try to cheat
Since there will be more than one person being voted for into the council it will work like this. A list will be placed of all the names. you as the voter will then post a reply with only 2 names that you wantin the council. I will constantly check the council poll to post the vote count. If there is a tie for the leader then a new poll will be made and the same proccess will happen. You click who you want to vote for and then post saying who you just voted for.
Now about the "Clubs". Don't not treat this as if the clan is being broken down into different divisions. Treat this idea as your school clubs. You still go to a school and you can go be with different clubs if they are going some sort of activity. Each club will run themselves but still fall under the rules of the clan. "Just becuase your a club doesn't make you better than the clan." -Jason Brown. There shall be 5 clubs. An Economy club, A PvP/BH club, aSkilling club, aDungeoneering club, and a Combat club. If there is an event schudled for the clan then that will either override any club even schuduled for that time and the club events time will be changed.
well this is about it if i forgot something let me know.

"Clubs" idea seems interesting. It could keep the clan active. "Clubs" could also invite other clubs to their tournaments or events or parties.

I understand why you want people to say who they vote for, but I still think it should be anonymous.
Other than that most of it seems well.
Neowarrior70 - May 7, 2010 08:12 AM (GMT)
Anywhere that said 5/5 should probably be change to 4/5. 4/5 is sufficient majority, unanimous decisions are generally unreachable. It's why governments rarely require unanimous decisions for anything, regardless of importance. Other than that, I suppose it's an alright system, so long as everything goes well.
Also, The Great Compromise was essentially the compromise that set the framework for the bicameral legislature of the American government. It was proposed by Roger Sherman of Connecticut during the Philidelphia Convention of 1787. It's purpose was to sate both large and small states.

I agree as well. I think that if you've voted for someone in a poll, you just need to say, "I've voted." I think that that's sufficient.
Neowarrior70 - May 7, 2010 08:46 AM (GMT)
Yes, as Shun put it, saying "I've voted." would allow us to account for all voters quickly without having to divulge who we voted for, thus decreasing the influence of candidates on voters.
Shun - May 7, 2010 09:18 AM (GMT)
If the number of votes are not equal to the number of "I've voted." posts, then the poll should be disqualified as cheating may have occurred.

Great system, hopefully everyone can agrees with this
Shun - May 7, 2010 01:03 PM (GMT)
It's effective. =] I like the way it's structured.
Positivepure - May 7, 2010 03:06 PM (GMT)
totally love the system. wana vote whether we like this system or not? someone make a poll? =P
Shun - May 7, 2010 03:39 PM (GMT)
I don't think we'll need to do that as we can already determine whether people like the system though the posts.
irishboy9780 - May 7, 2010 05:28 PM (GMT)
hmmm i like this idea and dday either would work great.
Shun - May 7, 2010 05:30 PM (GMT)
Yay, come on! We need more people to support this clan system. =D

democracy ftl but in this clan its ftw! i like this idea. ;) but the voting will take awhile but what can we do.
Torbere - May 7, 2010 09:26 PM (GMT)
guess i could settle for this, only wanna throw a couple of ideas out there:
-shorten terms to 6 months...imo most ppl wont be around to complete a 1 year term based on my experience in the clan.
-Give the clubs their own forum section to each.
-Make it so that only Gens or capts can run the clubs or someone with vast experience on the relevant club.
-I agree with neo, i think 4/5 is better.
I think thats it from me for now.
Bellagirl38 - May 7, 2010 09:40 PM (GMT)
Lancer, thanks for condensing down everything. I hope this system will work well.
guardgod - May 8, 2010 12:07 AM (GMT)
I like the system but I would like to also add in something. Could we have something like an Events Team. A group of clan mates plan events for the month and post on calendar. I like how the skilling clan I'm in sets theirs up. They plan their events a month ahead and post it on their site calender. If you click on the day of the event you can open up a topic on the event. I don't know how its set up with coding and all but I would love to try this or create our own way.

sounds liek a good idea we are pretty bad at managing clan events.

6 months is too short. Plus, constantly switching Leaders is very cumbersome. With a 1 year term, we should be able to eliminate the leader-switching problem. If the Leader is busy, the Council will run the clan.
I agree with clubs having their own forum sections.
