Why is Broly there? Cell was more of a threat then Broly. Well id say the answer is Kid Buu just because it took rather more to take him out then a single shot from an overated Fusions attack.

Janemba, he's the only one that has a fewer more brain cells than Broly and Buu. Besides in his second form he only groans and laughs crazily when he wins. Oh that sword attack is really good too.

Um, can't say I like anyone of those villians, thus I can't pick, lol.
If I was forced to choose though, I guess I'd go with Janemba, even though he is pretty retarted.

all moronic choices considering that neither would be threatening. why is it that people tend to confuse idiocy and insanity with villainy? in any case, i just went with kid buu for the sheer fact that he's the only manga-based fellow listed. however, they do all rank as insane people instead of villains.

All weak characters in terms in Dragonball. Broly at best is on par with Perfect Cell, so I don't see how he'd be a threat. Son Goku stood up to Janemba for a little while (at his ssj3 form), this would reveal that janemba is no stronger than that of Shin Boo (Super Boo in English). Since Son Goku stated that him and Vegeta would stand no chance against Shin Boo. And as you all know Son Goku is the type of person that would take on a fight, even if he feels there's the slightest of chance to prevail. At best janemba would be on par with Shin Boo. And well, what can I say about Chibi Boo... He was the 2nd weakest Boo as Shin Boo and all other entities of Shin Boo are all stronger than Chibi Boo.
In short none of those characters that you listed come close to enemies as strong as Shin Boo (and beyond). So to answer your question, none of the above. Though of the characters you listed Janemba is the stronger one of the three.
