Well, we finally have the final modifications done to this particular section of the board. While there are more rules this time around than the last, we also feel that they allow more custom possibilities for members as well.
I'm sure that we forgot something or possibly overlooked something that may not work, so if you have any questions or problems with the new rules, please feel free to post up and tell us about them.
Otherwise, this thread can also be used for the Application of your CCR when you have one purchased in the shop, and are ready to design one.

Rune Name: Bushido Rune
Background: This rune allows Kuojiro to use his most deadly attacks that he is not able to use alone without the rune supporting him. The rune is embed into his mind (Head Slot, I won't use it till I have purchased my Head Slot). The rune it self contains nothing but energy reserves that Kuojiro taps into when he needs to use his attacks witch would otherwise cripple him if he did not have the extra energy.
Level 1 - Wakizashi - Description: Kuojiro quickly draws his sword and slash horizontally the enemies in front of him and then sheaths his sword. Damage = 1x Effects on Target - None Effects on Self - None Range - Row of Enemies
Level 2 - Zanmato - Description: Kuojiro draws both katana's and charges towards the enemies infront of him doing an horizontal slash across his his foes and then proceeds to the next enemies running through the middle of them and slashing the enemies on both sides of him. Damage = 2x Effects on Target - Instant Death 5% Effects on Self - None Range - Double Row
Level 3 - Kamikaze - Description: Kuojiro draws both his katana's and completely neglects his defense focusing completely on offense by relying on lightning quick attacks destroying all the enemies in his sight. Damage = 3x Effects on Target - Instant Death 5% Effects on Self - Damages the users body (Users muscles weaken after use do to enhancement of strength and thus becomes very weak, also suffers from whatever wounds are given to him from the enemies that he attacked due to the fact that the user is not defending) Range - All Enemies

Rune Name: Technique Rune
Background:Gives the user an ability to attack a target and secretly snatches some amount of potch from it. It is a very useful rune for a thief to easily gain potch in a short time. Hoi had this ever since he was a child given to him by his late grandfather. He hid this until the day he left Kanakan. He thought that what he did was good for his father might only sell the valuable rune that his late grand father gave him. Hoi has not yet discovered the power of this rune so he does not know the power that it holds.
Level 1 – Coin Raid - Hoi will do his regular attack by leaping in front of the target and twirl his right hand Tonfa. He will attack the target opponent after wards. The Target will be stunned for a few seconds. Thus, Hoi will have a chance to snatch a small amount of money from the opponent if it has any.
Damage = x1.1 Effects on Target – 20% Chance to Steal 20% of the total money that the opponent target has. Effects on Self - None Range - Single
Level 2 – Money Shot - Hoi will leap in front of the target and he will twirl his right hand Tonfa. He will then make a hit on the opponent. He will twirl the left hand Tonfa and will hit the opponent once again. The delay time of the stun will be longer thus Hoi will have a higher chance to steal more money if the target has any.
Damage = x1.7 Effects on Target – 30% Chance to Steal 25% of total money that the opponent target has. Effects on Self - None Range - Single
Level 3 – Vault Smasher Hoi will leap in front of the target. He will twirl the two twin fangs very fast until the rune itself glows. Hoi shall then release the energies by smashing it over the foe. The delay time will be very long. Thus, Hoi will have a higher chance than normal when he steals more money than usual as well. Hoi will still have remnants of the energy that the rune will produce at least only for a short time.
Damage = x2.6 Effects on Target – 40% Chance to Steal 25%-40% of the total money the opponent target has. 15% Chance to Unbalance the Foe. It could actually smash a vault! Effects on Self – Hoi will be on berserk for a short time (Only for the whole IC post that Hoi used the skill). Hoi take recoil damage of x1. It is not very stressful so Hoi could perform one more attack if wants to. Range - Single

This particular move Kuojiro, I would like to see modified slightly. You're already doing 3x normal damage to all foes, which in the role-play, is incredibly powerful. The Instant Death being set to 20% seems to be a bit of overkill, really. I would say that if you want to keep the Damage output up to extreme at 3x the normal rate, you should drop down the Instant Death to somewhere around 10%. Vice versa, if you want to keep the Instant Death chance higher, drop down the damage rate to something like 2 or 2.5x normal range. Also, I would like to see you define what kind of damage this does to the users body (your character) in terms of Light-Moderate-Heavy Damage.
I think if you are willing to change those parameters around a bit more, you'll find yourself a much more balanced custom rune which is still very deadly in extreme scenario to your foes.
Hoi, your rune is Approved. The only thing that I would ask is that you make a notation somewhere in your profile when you add the rune to it that clearly states that the potch being stolen is not from the actual member you may be facing in combat unless a prior arrangement has been made. It would be fictious potch, only to be counted as stolen in the IC forums. Not persay, from the members account on the site.

Alright made the changes and as for the damage to the user I would say the range is anywhere from moderate to Heavy depending on the wounds that the character would suffer from the enemies around him.
Hope that fixes the problem let me know if anything else needs to be changed.
Special Requirement: Viktor must have the SDS on person(Duh!) and must be on good terms with the Runic Blade.
Level 1 - Twilight Blades - Viktor raises the SDS in front of his body and face, then raises it above his head as it gathers light blue energy. The blue energy swirls around the Runic Blade as Viktor swings it along the ground, raising it up to torso level. The swirling energy spins off the blade forming cresent moon shaped blades that slices a column of enemies. Damage = 1x (2x to undead and Creatures of the Night) Effects on Target - If target is Undead/Creature of the Night there is a 5% chance of instant death Effects on Self - None Range - Single Column of Enemies
Level 2 - Midnight Majesty - Viktor and the Star Dragon Sword start arguing as they often do. Viktor says something that really makes the Runic Blade angry, making it tap into it's rarely seen powers. The sword begins to pull away from Viktor as lightning sparks form several forking arcs from the blade. Right before the blade unleashes it's crackling True Runic fury on Viktor, the wily mercenary grabs the sword and points it at his enemies. The sword unleashes a powerful Night based runic attack that appears to the naked eye as lightning. Damage = 1.5x (3x to Undead/Creatures of the Night) Effects on Target - If target is Undead/Creature of the Night there is a 15% chance of instant death Effects on Self - The SDS becomes angry at Viktor and he cannot use it's powers for the remainder of the thread. Range - Double Column
Level 3 - Darkest Night - Viktor politely asks the Star Dragon Sword for assistance, giving it an over demanding amount of respect with his request. After appealing to the True Rune's ego, the Star Dragon Sword begins to gather it's power hovering above Viktor's head. Dark blue halo-like circles form in different rotations and shrink around the cryptic face of the runic blade(think how it looks when Viktor made it mad in S2), where it gathers energy. The sword then spins in a circle leaving shadow clones of itself as the energy shines at an almost blinding radiance. The Star Dragon Sword then delivers some sort of dialouge where he condemns all it's foes and finishes with announcing it's attack "The Darkest Night". The shadow clone circle explodes with darkness, dimming all light in the area, as well as banishing all undead/creatures of the night. Shooting out of the dark explosion, all the shadow clones of the Star Dragon Sword swoop through the battlefield cutting down all of it's foes. Damage = 3x Damage (6x Damage to any Undead/Creatures of the Night that are immune to instant death) Effects on Target - All undead or creatures of the night suffer a 100% Instant Death, legendary/Runic Vampires excluded(Neclord,Sierra) Effects on Self - The Star Dragon Sword demands Viktor's full attention for the remainder of the thread and Viktor cannot make use of any other runes. Range - All Enemies

Since everyone else is posting their CCR's, I'll go ahead and post mine up too! O.K here it is.
Rune Name: Staff Master Rune
Background: This rune was embedded upon McDohl's staff by Kai after Tir returned to the Toran Republic one year after the Gate Rune Wars. McDohl undertook vigorous training under his former master for weeks upon months. McDohl thought that he would break at times under the nonstop barrage of Kai's harsh training methods, and after many long months Tir simply challenged Kai to a fight rather than have the old man make him do any more excercises. The two fought to a stalemate and Kai finally conceeded that Tir had surpassed him as Kai wouldn't have been able to keep up with the young McDohl's stamina. Declaring that McDohl could no longer call him "Master" Kai took McDohl too a rune sage hidden in a cave far off of the coast of Toran Lake and removed the prized rune from his own staff, gifting it to McDohl as a symbol of his complete mastery of the weapon he had used his entire life.
Level 1: Leaf Staff - McDohl performs a fancy showcase of his weapon and then begins to twirl it faster than the eye can see, making his weapon appear as if it were the blade of a Helicopter. Sprinting fowards, McDohl attacks his enemies with his spinning weapon, striking them firmly in either their mid section or head with his staff. Damage: 1x Damage Effects on Target(s): 30% Chance of Critical Damage Effects on Self: None Range: Single Row of Enemies
Level 2: Rain Staff - McDohl holds his staff as if it were a two-handed sword and strikes a combat stance befitting of such. Taking off a full speed, McDohl slides into his enemy striking them more times than anyone could hope to count, wailing on his enemy in an attempt to immediately subdue them. McDohl finishes this technique with a standing front flip and crushing blow to the skull with his staff in front of his enemy. Damage: 1.5x Damage Effects on Target(s): 50% Chance of Instant Death Effects on Self: McDohl is Unbalanced for One Post Range: Single Enemy
Level 3: Hidden Staff - McDohl sits down Grasslander style, crossing his legs and placing his staff across his lap. Tir then begins to meditate on the attack his priming himself for, closing his eyes and concentrating on his inner strength rather than his outer. After a little while, McDohl opens his eyes and dashes fowards from the ground. To McDohl his enemies are moving at a very slow rate, while to everyone else Tir is moving extremely fast. When he reaches his targets, McDohl performs lethal strikes upon them all, striking at the head, heart, and neck of all of his enemies with lighting fast strikes from his staff. At the end of this lethal assault, McDohl jumps above his targets and peforms an whirling strike with his weapon for one last attack on those still standing around him. Damage: 2x Damage Effects on Target(s): 40% Chance of Instant Death and 40% Chance of Unbalance Effects on Self: McDohl may not perform a physical attack for One Post / Technique may be interrupted if McDohl is attacked while performing Meditation Range: All Enemies In Combat With McDohl

Tir, yours is excellent and pretty good by far... but I have something here that I think need to be a little edited:
Sword Staff Attack is at max damage and also have a 50% chance to kill... though it leaves you unbalance but I still think the attack is to much strong. So you can either lower the damage to x1.5 or change the percentage to 30. Since is a single damage those parameters suit better.
Hidden Sword is ok with damage, but since its range of attack is to wide, I will ask to lower both percentages to 40%
Kuojiro, about your rune you will have to wait for Wyatt's response since he is the one that took your case.

Rune Name: Devourer Rune
Background: This rune is a mystery; it is for certain tied to the deadly Viper Rune and its dark power. The rune was discovered during the War of Succession by a rune scholar from Toran Republic when he was researching the deadly components of the Viper Rune and accidentally unlocked this feature. This feature embedded the Viper Rune’s power with the Weapon’s Strength allowing sword’s only to attack people’s soul directly. The name was given due to the effect it pondered on the enemy destroying them internally.
The rune’s discovery made a great asset for Greil Rugner’s army to battle against Barbarossa’s forces during the war breaking trough the Heavy Cavalry defenses. After the incident of Kalekka, the rune’s knowledge disappeared along with the one who discovered it who was sentenced to death after Barbarossa gained the throne.
His research was passed to his son, who tried not to let anyone discover this since it can be a very harmful weapon to a country and can bring ruin if it is used on the wrong way. With the knowledge of his father he became a Runemaster and did that for a living. After the war that the Liberation Army pushed, the man decided to run away from the country before anyone could get him to create the rune once more, his whereabouts are unknown yet and the rune’s existence are known to a few people around the world.
Level 1 – Vanish Stab – The swords gets embedded with the power of the devouring souls and turns into a black piece of metal with less weight and easy handling but less power. The next time the weapon is swung, it will free the devouring souls that will attack the soul of the target. Damage = x1 Effects on Target – Darkness Damage. Effects on Self – None Range – Single Enemy
Level 2 – Torment Howls - User raises its weapon and acquires half of its spiritual strength from its own soul until the sword turns into a crimson colored one. The sword is roundhouse swung freeing a wave of dark force that harms the soul of enemies adjacent to the user. Damage = x1.5 Effects on Target – Darkness Damage Effects on Self – x.5 Damage (Double Edge) Range - Wedge
Level 3 – Phantasm Touch – The user’s soul is shown as a bluish aura around the body, the swords turns into a midnight blue colored piece of metal with the power of the ghostly spirits. The user’s eyes turns completely dark and soulless with completely blank sight. When the attack is launched the stab the bluish aura starts to absorb the soul spirit until an explosive wave is freed. This can cause the death of the enemy depending on how strong their soul is. Damage = x2 Effects on Target – 30% death, Darkness Damage Effects on Self – Unfriendly Range – Single Enemy
