Well.. Here's my Rune I guess
Rune Name:Rune of Haste
Background(Can I add something to my Biography after the rune gets accepted?): A wanderer had come to Ryube to settle down, before that, he had gotten rid of a rune, the Rune of Haste. He had the rune in a pouch and as he was greeting everyone, he reached a blacksmith. He saw a young baby who was in a small cradle. The child began to wake up and it crawled toward the sheath of his sword and played with it. The swordsman was amused, and he patted the child who was Ryuuki. The swordsman dropped his pouch and it landed straight into the cradle. Ryuuki grabbed the pouch and the rune slid out. Ryuuki held it tight, the man asked Ryuuki's father whether he could leave the rune in his care. The exact words of his father were.
"I don't think the boy will ever need it, I'm sure he'll grow up to be a great blacksmith, but he could also be a swordsman. I don't really know.. Well... If he does become a swordsman..." He paused for a moment, thinking about it.
"I'll know what to do," he finished his sentence. After twelve long years, the boy soon asked for a sword, but Ryuuki's father rejected it countless times. He approved eventually, he went on a trip to Muse one day, he requested that the rune shop would send one of the rune masters or mistresses. Although they said he would have to pay double, he promptly approved, once they reached Ryube, it was night time. That day, Ryuuki came back, and was sleeping soundly, luckily, else the rune master would have to stay overnight. Ryuuki usually slept like a log, and did not move much. So the rune master affixed the rune, Ryuuki's father paid up and the next morning Ryuuki continued his day as per normal.
The incident at Ryube caused the Rune of Haste to react, and it was the first time Ryuuki ever saw a rune, save the time he saw the orb, but that was when he was so young. And so Ryuuki ignored the Rune for the whole time, never understanding what it was.
Until North Window, will it be time for the rune to unleash its true power?
Level 1 - Swift Blade Ryuuki's hands and feet are surrounded by a layer of energy and he is able to increase the speed of his feet and hands with instant results, but it all comes at a price. This will last as long as Ryuuki would want it, but since all he sped up were his hands and feets, the rest of his body will act up since he cannot keep up with his blood flow.
Damage:N/A Effects on Target:N/A Effects on Self:A large increase in speed, but skilled warriors are able to predict his movement. Prolonged use(one post will make him tired, but two posts will seriously damage him, 3 posts instant death?) will result in Ryuuki suffering fatigue at a high level. Range:Self
Level 2 - Blade Flurry Ryuuki concentrates all his inner energy to his dominant hand and it will shine with energy while he strikes one enemy many times , the only thing is that, all his energy is in his hands. Therefore he cannot move at all and any type of offense will greatly damage him, if the enemy evades the attack. Ryuuki will take time to recover, and that will give his enemy a very big opening.
Damage:2X Effects on Target:N/A Effects on Self:Inability to move, Unbalanced for 1 post. Range:Single Enemy.
Level 3 - Grand Finale With incredible execution speed, Ryuuki does an enormous amount strikes in less than a second to a single target. The target will only feel the attack a second after due to the sheer speed of it all. Due to the sudden disturbance in his energy flow, Ryuuki will be fatigued to a great extent.
Damage:3x Effects on Target:Maimed(slowed by 20%) Effects on Self:Unbalanced for 1 post, great fatigue and inability to use any of the other spells. Range:Single Enemy
So yeah.. Any problems?

Well I'd say it looks good to me! Any other staffers wanna make a second opinion? If you don't see anything wrong I'd say go ahead and accept this and lets get Ryuuki out there and kickin'!

Personally I think on the third move you change the unbalanced for 2 turns to 1 turn. I mean what's the point of taking three turns to do 3x damage when you can do 1x damage three times?
I say change it to 1 turn. But either way, I accept it.

A lil question about CCRs, I read about in the old thread in the Graveyard about UCRs. I'm sure their just old versions of CCR's and they said that weapon levels are needed to be able to use the specific moves on your UCR. Do those rules still apply for CCRs?

Ya, that was just an old system we did back in the day to make use of both Weapon upgrades from the shop and the other names of the Weapons we had, to try and just give them a reason more then saying "I hit moar leet nowz supposedly! Yay!1!"
But it was really just a frivolous way to get rid of potch, lol. As Ged said, tis gone.
Edit: Eh I guess, now that I'm remember it better, that it was also there as a loose sort of level system set up so "XX couldn't go and pwn XX without sufficient evidence they were of a 'better skill level'..." Sort of thing. I remember we had a few people back then that just felt they could take on armies all by themselves with their skills, runes, and unique command runes.

Rune Name: Technique Rune
Background: A rune that can give the ability to a fighter to steal gold coins from anyone that he is attacking (IC). Hoi had this rune since he was a lad. He received this along with the Tonfas that his master gave him. He learned how to use this rune properly whenever his master tries to con someone that he is fighting against. He only knows that it can only give him quicker hands to strike and steal at the same time. He has yet to discover the Secret Techniques that the rune has to offer for him.
Level 1 – Coin Raid - Hoi will do his regular attack by leaping in front of the target and twirl his Tonfas. The Target will be stunned for a few seconds. Hoi will have a chance to snatch a small amount of money from the opponent if it has any.
Damage = x1.1 Effects on Target – Steals 20% of the total money that the opponent target has. Effects on Self - None Range - Single
Level 2 – Money Shot - Hoi will twirl his tonfas. He will attempt the highest and farthest jump that he ever did and makes an aerial hit on his enemy. He will make use of his enemy as a cushion to have a soft landing. The delay time of the stun will be longer thus Hoi will have a higher chance to steal more money if the target has any.
Damage = x1.7 Effects on Target –Steals 20% of total money that the opponent target has. 5% Chance of making the enemy have the ‘Unbalanced’ status. Effects on Self - None Range - Single
Level 3 – Vault Smasher Hoi will leap in front of the target. He will twirl the twin fangs very fast until the rune itself glows. Hoi then releases the energies by smashing the weapons over the foe. Hoi will have a higher chance than normal when he steals more money than usual as well because the attacks can give of a more painful blow that can stun the target. Hoi will be slightly invigorated after the assault and will be at berserk. The excitement will run through his head so he will not feel any pain from the recoil he has received from the attack.
Damage = x2.6 Effects on Target –Steals 25%-40% of the total money the opponent target has. 15% Chance to Unbalance the Foe. It could actually smash a vault! Effects on Self – Hoi will be on berserk for a short time (Only for the whole IC post that Hoi used the skill). Hoi take recoil damage of x1. Range – Single
(Gold stolen is only IC)

Potch will be stolen IC only so why note make it a sure shot since it's a UCC and it cannot be spammed anyway?
