I read on line you have to Rikon and your castle has to be level 4
I repeatedly went in and out of Rikon and checked all over the Inn. But no clive. And what does your HQ have to be on Level 4 mean?

A level 4 castle means you have to have 80 + stars recruited...I think..im not exactly sure on this.

When you get lots of starrs (I think its 80 or 90) and then enter your castle by boat, it will show a picture of the tower with a large banner on it (the feather thing that is the Liberation Armies flag). This means your castle is at its maximum level. Clive shows up after that, or at least in my experience.

Yeah, and I think he pops in at random in that inn too, even after you get your castle at max. I remember my castle being at max and I still had to enter and exit the inn a couple of times before seeing him.
